Good News | New law to give FREE NBI Clearance, TIN, Birth Certificate, Marriage Certificate, Medical Certificate, Barangay Clearance for First-time job-seekers






President Rodrigo Duterte has now signed a new law that would give free Requirements for First-time job-seekers.

According to Republic Act 11261 or "First Time Job Seekers Assistance Act," First-time job-seekers will no longer have to pay to government agencies if they want to obtain clearances or certificates.

Senator Joel Villanueva is one of the minds that led to the signing of the First-time Job Seekers Assistance Act ( R.A. 11261). The Law plans to waive any fees and charges for government documents being accomplished by first-time job seekers.

Examples of the documents which are free of charge to the first-time job seekers are



• Police Clearance
• Barangay Clearance
• Medical Certificates from government hospitals and clinics
• NBI Clearance
• Birth Certificates
• Marriage Certificate
• Tax identification number (TIN)
• Transcript of records from State Universities and Colleges
• Unified Multipurpose ID card (UMID)
• & other government-issued document s needed for employment.

The law is applicable to fresh graduates and out-of-school youth who will be applying for jobs for the first time. The fresh graduates will be required to present a barangay certification that will serve as proof that they are first-time job seekers.

Senator Villanueva also said that the RA 11261 will serve as a gift of the government to the fresh graduates for their perseverance to finish their studies. By helping first-time job seekers, the government will prevent these youth from being unemployed for a long period of time. By helping them, they will be able to help themselves, their family and most importantly positively contribute to the growth of the Philippine economy.



The Public Employment Service Office (PESO) will be given the responsibility to assist the first-time job seekers in accomplishing the needed documents for job searching and employment.

Government agencies involved in implementing the R.A. 11261 are responsible for keeping a record of all the first-time job seekers who claimed the benefit.  The Department of Information and Communication Technology will be responsible for keeping a compilation of the database of all the beneficiaries of the R.A. 11261.
