Filipino's with Poor Eyesight can now apply for PWD I.D

Today, people with very poor eyesight can also apply for PWD ID. The local government can provide an ID to anyone who can present a medical clearance issued by a doctor, an ophthalmologist to be exact. However, the government made clear that it should not be abused by people who want to send an application.

If you have an eye grade of 700 or above, you can be qualified for a PWD ID. According to an ABS-CBN News report, people with poor eyesight can get a PWD ID. It was stated in Republic Act 9442, the Magna Carta of Disabled Persons, and For Other Purposes and Republic Act 10754, the act of expanding the benefits & privileges of PWDs or persons with disability.

If you can get a medical certificate from your ophthalmologist which states that your eyesight is very poor and you get functional limitations because of it, you can get your PWD ID from the City Hall. Even people who wear glasses to remedy the eyesight impairment can also qualify for PWD in Manila.




Nanet Tanyag of Manila Social Welfare Office stated that there are people who have an eye grade of 800 and above. They need eyeglasses but it’s too difficult for those people because their glasses are too heavy and when removed, these people’s eyesight won’t be functional anymore.

You should, however, be aware that The National Council on Disability Affairs (NCDA) issued a warning regarding this privilege. According to Carmen Zubiaga of NCDA, “For those who want to apply for a PWD ID, just make sure that you really have a disability and not simply just a simple illness. To assess your situation, check out if you have functional limitations because of your poor eyesight.”

Past reports stated that anyone who experiences having physical, psychosocial, visual, speech, hearing, and intellectual impairments can qualify and can apply for a PWD ID.
