The e-Card was launched in November 2018 by the Overseas Workers Welfare Administration (OWWA). It was created to benefit OFWs from all over the globe. The card will serve as a proof of the active membership of the OFW in OWWA. It will also give an all-access pass to a lot of benefits and privileges.
It is a valid ID issued by the Philippine government. It can provide direct access to the Integrated Department of Labor and Employment (iDOLE) eServices. It will also give access to services from the SSS and Philhealth. It will serve as a pass from direct exemptions to terminal charges and travel taxation.
The e-Card is connected with a mobile application. If the phone where the e-Card was registered gets lost by the OFW, it can still be accessed in a different phone as long as the OFW has a copy of his account details. The OWWA assures the public that the OFW’s account has security features that would prevent other people from accessing an OFW’s personal account.

The following are the steps in applying for an e-Card
Step 1: Visit the OWWA official website and look for the OFW e-Card Application form.
Go to https://ecard.owwa.gov.ph/
Step 2: Only those who are registered members and active members of OWWA are allowed to apply for an e-Card. These people must have a “Balik-Manggagawa” OEC or Exemption Number.
It is important that you fulfill this requirement before proceeding with the application.
Step 3: Fill in all of the required details. You will also need to include in the application, your passport number and a valid OEC number or your OEC Exemption number.
Step 4: Make sure to choose the correct regional office of where to pick-up your OWWA OFW e-Card.
Step 5: Don’t forget to tick mark the box for the Data Privacy Policy.
Step 6: Whenever possible, fill in the correct captcha or put a tick mark on the “I am not a robot” box.
Step 7: A tracking number will be provided for you. This will serve as proof that your application had been received by the OWWA. Don’t forget your application number.
Step 8: There is an option in the application where you will be asked to input your email address or Facebook Account Name so that you can receive copies of your application and trace the progress of your application for the e-Card.
Step 9: You will receive a notification message that your card is available for pick-up in the regional office that you had put in your application.
