Homeownership for OFWs: DMW, DHSUD, and Pag-IBIG Fund Collaborate for Affordable Housing

 


In a groundbreaking move, the Department of Migrant Workers (DMW), the Department of Human Settlements and Urban Development (DHSUD), and the Pag-IBIG Fund have joined hands to empower overseas Filipino workers (OFWs) in achieving their long-cherished dream of owning a home for their families. This historic partnership aims to provide accessible and affordable housing options under the DHSUD's Pambansang Pabahay para sa Pilipino (4PH) program, initiated by President Ferdinand R. Marcos, Jr.


Recognizing the immense contribution of OFWs to the nation, Secretary Susan Ople of the DMW emphasized the significance of allocating housing units specifically for them, stating, "It is crucial to have designated housing units for our OFWs, as this is their aspiration and a well-deserved recognition of their tremendous efforts for our country."

A recent consumer report from the Bangko Sentral ng Pilipinas revealed that 12.9 percent of surveyed OFWs dedicate a portion of their remittances towards purchasing a house. Secretary Ople further highlighted the importance of this collaboration, stating, "This agreement offers every OFW the opportunity to own a home in an affordable manner."


During the signing ceremony of the Memorandum of Understanding (MOU), Housing Secretary Jose Rizalino Acuzar expressed his commitment to assist these modern-day heroes in realizing their dreams of having their own homes, stating, "It is a great honor for me to serve, in any way possible, our heroic OFWs."


The MOU outlines several key provisions, including the DHSUD's responsibility to provide a comprehensive list of relevant housing programs and services for eligible OFWs and their families. Additionally, a dedicated 4PH Project Management Office will be established to oversee the implementation of the MOU in coordination with the DMW.

Meanwhile, the DMW will identify and support eligible OFWs in accessing appropriate housing programs and services provided by the DHSUD. The National Reintegration Center for OFWs (NRCO) will act as the DMW's focal office to facilitate effective coordination and implementation of the MOU with the DHSUD.


In a separate agreement, the DMW and the Pag-IBIG Fund, represented by CEO Marilene Acosta, have also come together to support OFWs. This collaboration enables the Pag-IBIG Fund to conduct educational campaigns among OFWs, encouraging them to become members and avail themselves of the 4PN program tailored to their needs. Furthermore, the Pag-IBIG Fund will promote financial literacy projects to enhance OFWs' understanding of savings and investment management.


The partnership between these government agencies signifies a collective effort to address the housing challenges faced by OFWs and enable their successful reintegration into Philippine society. By providing accessible housing options and promoting financial education, the government aims to empower OFWs and their families, turning their aspirations into tangible realities.


As the nation celebrates the resilience and dedication of OFWs, this collaboration marks a significant milestone in recognizing their invaluable contributions and honoring their sacrifices. The government remains committed to supporting and uplifting the lives of these modern-day heroes, ensuring that their dreams of a stable and comfortable future for their families become a reality.
