President Signs Law requiring Terminals to provide Free Internet Access and Clean Comfort Rooms to commuters



Rodrigo Duterte, the President of the Philippines has signed into law which requires public transportation terminals to provide free internet services and clean sanitary facilities for commuters.

The Republic Act Number 11311 was signed by President Duterte on April 17 this year. A copy of it was released in Malacanang on Wednesday.

Under the RA No. 11311, the Department of Information and Communications Technology, with the help of the Department of Transportation and other concerned agencies, is required by law to make sure that free internet access is provided for in all terminals in the country.




The law also requires that terminals should have a designated space for mothers who would like to breastfeed their children.

The owner, operator, or administrator of land transport terminals, stations, stops, rest areas and roll-on/roll-off terminals who does not follow RA no. 11311 will be fined an amount of 5000 Php for each day of violation and another 5000 Php each day for collecting fees from passengers who used their sanitary facilities.

A 5000 Php will also be imposed on operators or owners for their failure to create a space for breastfeeding mothers.

The fines are to be subjected to review every 5 years.





The DOTr, in partnership with the DICT, Land Transportation Franchising and Regulatory Board, Department of Health, Philippine Ports Authority, and other concerned agencies, are given 60 days ( to start at the law’s date of effect) to implement the rules and regulations of the newly passed law.

Senator Grace Poe hailed the passing of the RA no. 11311. She believes that the law will give comfort and convenience to commuters. Also, she believes that the law will help give commuters a positive impression on Philippine’s transportation terminals.
